Binding deadline: 15 May annually, applicable to all data centers in Portugal with installed IT power capacity of 500 kW or more.
Turnkey service for the collection, validation and submission of the annual report under Article 12 of the Energy Efficiency Directive (Directive (EU) 2023/1791), applying the official EU template defined by Delegated Regulation (EU) 2024/1364.
Scope: initial diagnostic of monitoring systems; collection and validation of the 18 mandatory KPIs (PUE, WUE, heat reuse, renewable energy mix, water footprint); electronic submission to the EU database; continuous-improvement recommendations.
Natural progression to MVP-2: the initial engagement acts as a gateway into a retainer relationship covering the full regulatory stack.

Compliance Officer as a Service (CoaaS)
Externalised compliance officer function under monthly retainer, designed specifically for the data center sector. Replaces or complements internal compliance capacity, covering the full regulatory stack from a single interlocutor.
Coverage: Decree-Law 125/2025 (NIS2 transposition, Decreto-Lei n.º 125/2025), DORA, GDPR / DPO functions, AI Act, EED, CSRD, PNCD-specific obligations.
Four tiers:
- Starter — SMEs and edge facilities: EUR 3,000 / month;
- Growth — mid-market (1-10 MW): EUR 5,000 – 8,000 / month;

National interface: licensing follow-up under the Decree-Law 80/2023 exceptional regime; pre-approved zones under PNCD; coordination with AICEP (single point of contact for international investors), APA, CCDR and municipalities.
