AICEP — Single Point of Contact
Agência para o Investimento e Comércio Externo de Portugal (AICEP) is the Portuguese national investment promotion agency. Under the National Data Center Plan, AICEP is explicitly designated as the single point of contact for international investors, coordinating interactions with the Portuguese Environmental Agency (APA), the Regional Coordination and Development Commissions (CCDRs), municipalities and other authorities involved in the licensing process. AICEP is also the channel through which investors can access the pre-approved zones created under PNCD Initiative I.13.

Fast-Track Licensing under DL 80/2023
Decree-Law 80/2023 (Decreto-Lei n.º 80/2023) introduced an exceptional licensing regime for data center investments, designed to simplify procedures and shorten timelines. The regime articulates with the Portuguese Unified Environmental Licensing Law and operates at the interface with municipalities, CCDRs and APA. PNCD adds to this framework by creating pre-approved zones, which significantly reduce location-specific licensing risk for greenfield projects.
